Intelligently track news about a specified incident

Let's take as an example the recent prisoner breakout and escape in France. First there are initial reports. Then copies of the initial reports reverberate through news sites for days but provide no new significant info - they just repeat and reword the initial reports. Or politicians or talking heads say vague things with no real information in them. Or alternatively no new stories are posted. Then, after some delay (days or weeks) some significant event happens - a sighting, an arrest, an autopsy, whatever.

What I'd like is the ability to tell a tool "follow this story" and have it intelligently monitor the news flow and notify me when significant new news occurs. Or be able to tell me upon request that there is no significant new news about the incident.

The idea is that the tool would be useful only for fairly narrow and precise events - "Ukraine war" would be useless. "Mohammed Amra escape" would be a suitable event.

The point I didn't make clear enough is that simple text-string based methods match *all* news items whether or not they contain any new significant info or not. Judging *significance* is an AI thing.
